Correct (almost) all luacheck warnings

Also includes a few code opimizations:
- Combined mining drill functions
- Shorter alias registration (unused?)

allow CNC to work without technic
...
minetest.conf technic_cnc_use_technic = false disables
use of power, returns items instantly, uses only default
stuff in craft recipe
(defaults to enabled if technic is installed)
