global i18n : add plantlife_i18n mod
...
idea taken from homedecor_modpack and its homedecor_i18n
all translated mods have a new dependency : plantlife_i18n
translations are stored in po/pot file : one file for all mods
added french translation (almost complete)
transfered de/es/tr/pt translations to corresponding .po file
(only for some mods, unfortunately translations are incomplete)

renamed it to biome_lib
changed all relevant functions, tables, depends.txt, etc. in this modpack to call for the new name.

Regular & giant treefern leaves: always drop a sapling, and either leaves or another sapling
...
As there is only one leaf per fern, this makes it possible and convenient
to farm ferns (which was impossible, and even replanting all chopped-down
fern plants was extremely laborious due to the rarity of saplings).
Although on average slightly more than one sapling is produced per plant,
replanting and reharvesting the leaves is still the quickest way to
obtain more saplings.

don't disable air checking in biome defs when it isn't necessary
