715ac33715 Add support for language variants/dialects. 
Assuming the detected language is `ll_CC`, the
mod tries the following files:

- `locale/ll_CC.txt`
- `locale/ll.txt`
- `locale/en.txt` (assuming it has not been
  processed already).
